For those of us too cheap to shell out for Photoshop there is the much cheaper GIMP which costs exactly zero dollars. About three years since 2.2 was released the GIMP team finally released GIMP 2.4. I have to say, I rather like the new improvements.

gimp has a horrible ui made by unix people
dish out the money for photoshop 7 or if you're cheap just use paint.net
